Located in Muskingum County off of SR 93, this business park development project is owned and operated by Zanesville Muskingum County Port Authority (ZMCPA). The project consisted of five parts: utility extensions, roadway improvements with rail crossings, redesign of existing sanitary sewer on site, extending rail service and grading for the Job Ready Site (JRS) within the business park.
The utility extensions included water service and sanitary sewer service to the Avon distribution center located on Bateman Drive on the west side of the Business Park. A complete re-work of the sanitary sewer system on site and a new discharge point off site, required addressing over taxing of the capacity of the Sinora District from the current outfall. We brought that outfall offline, collecting the Business Park discharge and transmitted the effluent to a less strained system to the west of the park. All utility services were designed and built ahead of schedule and finished under budget.
The roadway improvements included improvement to what has been called the Haul Road, now named Future Drive. Future Drive was designed as a new south entrance to the site off SR 93. To help traffic flow to the park this roadway design incorporated rail crossings, utility coordination and an intersection plan coordinated with ODOT. New turn lanes and improvements on SR 93 were also part of this design. JHA completed this component of the multi-phase project and was bid under budget.
The next portion of this project was to bring rail service from the existing Ohio Central mainline to the JRS Site at the north side of the park. We have coordinated rail crossings and utility relocations as part of the project. This design was completed in 2009 and will be built in 2012.
The final component was the grading for the JRS site at the north side of the Business Park. The first half of the JRS grading was bid under budget and completed ahead of schedule. The completion of this phase made the site compliant with the pad ready requirements of the State of Ohio Job Ready Site grant received by the ZMCPA.
